New Ulm Public Utilities is hereby submitting notice for request for sealed bids to replace #7 Gas Turbine control system. Unit #7 is a FT4C-3 gas turbine. A pre-bid meeting is scheduled for January 4, 2024, at 1:00 PM local time at 310 1st North Street, New Ulm, MN 56073.  Sealed Bids will be received until January 11, 2024, at 11:00 AM. Which time they will be publicly opened and read aloud, for the furnishing of all labor and material for the #7 Gas Turbine control system replacement. Major components of the work, which are fully described within the scope, include:

  1. Supply of Control System
  2. Demolition of Existing and Installation of a new PLC control system.
  3. Commissioning and Start-up of the new Control System.

Electronic Bid Documents may be obtained by contacting New Ulm Public Utilities Electric Production Department at (507) 359 8264 between the hours of 7:00 AM and 3:30 PM CDT.  The bidder shall submit the proposal on the forms provided by the PUC.  The proposal shall be filled in clearly and correctly.  The proposal shall be signed in ink by the individual, members of the partnership, or by one or more officers of the corporation making the proposal.

Special Requirements:
No proposal will be accepted unless accompanied by a certified check or bid bond for at least five percent (5%) of the amount of the proposal, payable to the Owner as a guarantee that if the proposal is accepted, the Bidder will execute and file the required proper contract and performance bond within five (5) days after award of the Contract. Bid and performance bonds shall be issued by a surety company licensed to do business in the State of Minnesota. The certified checks of all except the two (2) lowest bidders will be returned within five (5) days of the opening of the bids and bid bonds will be canceled as soon as the performance bond and contract are signed. If after five (5) days, the Successful Bidder fails to comply with the provisions of the Contract Documents, the bid bond shall be forfeited to the Owner as liquidated damages. The bid, agreement, and bonds shall be conditioned upon compliance with all provisions of the bid documents.

Due to MN Statutes 471.345 all bids over $175,000 must be submitted as a Sealed Bid.

The City reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to award the Contract in the best interests of the City.
